Section 17: Rules for cyclists, e-scooter users and L1e-A e-moped riders
This section applies to cyclists of pedal bicycles and electric bicycles (or e-bikes), as well as electric scooter (or e-scooter) users and L1e-A e-moped riders.
This section covers the rules for keeping your bicycle, e-bike, e-scooter and L1e-A e-moped roadworthy, wearing proper equipment and cycling/riding safely and considerately. You must also be familiar with the rules on cycle tracks (see pages 194–195) and hand signals (see Section 7).
Powered personal transporters
A new form of transport, the powered personal transporter, was recently introduced into Irish law due to their growing popularity and widespread use.
A “powered personal transporter” is a vehicle that is designed to carry one person, weighs up to 25 kg, can go between 6 and 25 km/h, and has an electric motor with a power of 500 Watts or less. Electric scooters are a type of powered personal transporter and are the only type legally allowed on Irish roads. It is important to remember that other types such as electric skateboards, hoverboards and unicycles are not legal and must not be used on public roads.
It is important to note that any reference to e-scooters throughout these rules applies only to electric scooters that meet the legal criteria outlined below and are the only type of e-scooter permitted for use on
Irish roads.
